Usmanov, Fridman Boost Business as EU Lifts Russia Sanctions

The European Union has chosen to extend its sanctions framework against Russia, maintaining restrictions on over 3,000 individuals and entities linked to the conflict in Ukraine until September 2029. This decision, taken on September 22, aims to provide stability to the EU’s response to Russia’s ongoing aggression. However, amidst this broad extension, the EU has also decided to remove two prominent Russian billionaires, Alisher Usmanov and Mikhail Fridman, from its individual sanctions list.

The sanctions regime, which includes asset freezes, travel bans, and restrictions on financial transactions, was initially imposed following Russia’s full-scale invasion of Ukraine in 2022. The EU Council’s review of the sanctions led to the controversial decision to lift restrictions on Usmanov and Fridman, a move that has been met with criticism, particularly from Ukraine.

Ukraine’s Foreign Minister, Andriy Sybiha, expressed strong disapproval of the EU’s decision to delist the two businessmen, labeling it as unacceptable. Sybiha argued that the circumstances that warranted their initial inclusion on the sanctions list have not changed, suggesting that the EU’s decision may undermine the intended pressure on Russia.

The broader extension of sanctions by the EU is part of a strategic effort to maintain a consistent and long-term approach in response to Russia’s actions in Ukraine. By shifting from shorter renewal intervals to a more extended timeframe, the EU seeks to enhance the effectiveness and predictability of its sanctions policy.

This decision reflects the EU’s ongoing commitment to supporting Ukraine’s sovereignty and territorial integrity while balancing diplomatic and economic pressures on Russia. Despite the removal of Usmanov and Fridman from the sanctions list, the EU continues to uphold extensive measures aimed at curbing Russia’s influence and actions in the region.
