The panel warned that unless access to AI technology, infrastructure, and expertise becomes more widespread, the benefits of AI could remain limited to a handful of countries and corporations.
The report emphasized that merely having access to AI tools does not ensure equitable benefits. Nations that rely on foreign AI models, cloud infrastructures, and data systems might find it challenging to maintain control over standards, safety protocols, and localized adaptations. The study pointed out both the promising possibilities and the significant risks associated with AI, noting its capacity to revolutionize industries such as healthcare, education, and agriculture. However, it also cautioned against potential misuses that could lead to fraud, misinformation, and threats to democratic institutions.
To mitigate these risks, the UN panel urged countries to invest in developing their own AI infrastructure, including data centers and digital skills. It also recommended enhancing AI education, advancing safety research, and establishing more robust mechanisms for monitoring AI performance post-deployment. The panel’s findings highlight the current dominance of AI development by economic powerhouses like the United States and China, which are at the forefront of advanced AI models and computing resources. This concentration of expertise and resources poses a barrier to the participation of developing nations in the AI revolution.
Additionally, the report identified language barriers and unequal internet access as significant obstacles to global AI integration. Many AI systems are optimized for widely spoken languages, leaving billions of people who are disconnected from the internet unable to fully benefit from AI advancements. The UN has called for international collaboration and responsible AI development practices to ensure that technology serves as a tool for inclusive growth rather than reinforcing existing disparities.
