Amid increasing regional security concerns and ongoing tensions over the war in Ukraine, Czech President Petr Pavel has called for NATO to adopt a more assertive approach towards Russia’s ongoing provocations along the alliance’s eastern frontiers. Pavel, who previously served as chair of NATO’s military committee and is a retired general, emphasized that Russia has been intentionally testing NATO’s boundaries with actions such as airspace incursions and drone incidents. These maneuvers, he noted, are deliberately kept below the threshold that would activate Article 5, NATO’s collective defense clause.
President Pavel proposed that NATO should adopt “decisive” countermeasures, which could include shooting down aircraft that breach allied airspace. Additionally, he suggested employing asymmetric strategies like disrupting Russian internet infrastructure, targeting satellite operations, or further limiting Russian banks’ access to international financial networks. Pavel argued that Moscow is more responsive to displays of power than to diplomatic admonishments, cautioning that a lack of strong retaliation may embolden Russia to step up its activities across Eastern Europe and the Baltic region.
Furthermore, Pavel advocated for intensified sanctions against Russia, urging Western nations to condition any easing of these sanctions on the implementation of a ceasefire and the commencement of peace talks in Ukraine. He criticized Europe’s over-reliance on American leadership, stating that Europe must develop its own long-term strategy regarding Russia and take a more proactive role in shaping its security landscape.
