This development was highlighted during a joint appearance with Ukrainian President Volodymyr Zelenskyy at the 2026 NATO Summit held in Ankara. Trump confirmed the United States’ readiness to allow Ukraine to manufacture these sophisticated missile systems, offering both the licence and technical expertise necessary for the intricate production process. However, he noted that discussions with the defence companies involved in the production of Patriot systems have not yet concluded.
Although the prospect of Ukraine producing its own Patriot interceptors is promising, Trump also pointed out the current limitations in the US’s ability to supply additional missiles from its existing stockpiles. He cited the constrained inventory and the need to meet domestic defence obligations as reasons for the inability to immediately provide more interceptors. The global demand for Patriot missiles further complicates the ability to rapidly deliver these systems. Experts highlight that even with a production licence, the establishment of manufacturing facilities in Ukraine would require significant time and investment. During their meeting, Trump took the opportunity to commend President Zelenskyy’s leadership, emphasizing the positive relationship that has developed between the two leaders.
