Palestinian militant group Hamas announced Saturday its willingness to surrender weapons to a Palestinian authority, but only under the condition that Israeli military occupation of Gaza ends completely. This conditional offer represents a significant development in negotiations over the second phase of the ceasefire agreement, though it conflicts with the original peace plan’s requirements.
Hamas chief negotiator Khalil al-Hayya articulated the group’s position clearly, stating that their weapons are intrinsically linked to occupation and aggression. He explained that once occupation ends, these weapons would be placed under state authority, framing disarmament as a consequence of peace rather than a precondition. This stance challenges the 20-point plan that envisions Hamas members decommissioning weapons in exchange for safe passage from Gaza.
Qatar and Egypt, serving as guarantors of the ceasefire, convened Saturday to discuss enforcement mechanisms for advancing to the next phase. Qatari Premier Sheikh Mohammed bin Abdulrahman Al Thani described the current moment as critical, emphasizing that ceasefire completion requires full Israeli withdrawal and Gaza stability restoration. The mediators acknowledged their role in “forcing the way forward” as both sides remain entrenched in conflicting positions.
The peace plan approved by the UN last November outlines Israeli withdrawal from current positions, establishment of a transitional “Board of Peace” governing body, and deployment of international stabilization forces. Former President Trump would theoretically chair this board, though other members remain unannounced. Implementation faces obstacles as Arab and Muslim nations hesitate to contribute forces that might engage Palestinian militants.
Daily violations of the ceasefire by Israeli forces, particularly near the designated yellow line boundary, threaten the agreement’s survival. Turkish Foreign Minister Hakan Fidan characterized the violation level as indescribable, warning that all indicators point toward significant risk of process termination. He urged American intervention with Israeli leadership to salvage the plan, suggesting that without such engagement, failure becomes increasingly likely.
